Hi Joseph,
I'm not proposing to approve embassy=yes, it's already approved cf.

I propose to:
- Deprecate embassy <https://wiki.openstreetmap.org/wiki/Key:embassy>=
embassy

- Promote instead embassy
<https://wiki.openstreetmap.org/wiki/Key:embassy>=yes
<https://wiki.openstreetmap.org/wiki/Tag:embassy%3Dyes>
Changing embassy=yes to embassy=*a more detailed value *is a separate topic
for later. It's not part of the current proposal.
