[Tagging] Feature Proposal - RFC - Deprecated embassy=embassy

I think there is a bit of confusion here.

embassy=embassy

seems to exist because of an iD feedback loop
(https://taginfo.openstreetmap.org/tags/embassy=embassy#chronology) and
probably originally goes back to somebody mistakenly using it, it
doesn't seem to have been to ever been documented and as a result
there's nothing really to deprecate to start with.

Simply make a pull request on
https://github.com/openstreetmap/id-tagging-schema/blob/9fdecc983443ce75185c2923caae9f7703f2cae4/data/fields/embassy.json
including the the documented value.

And yes using taginfo values can lead to these kind of issues, see my
talk at SOTM Milan.
