I am slowly creating
https://wiki.openstreetmap.org/wiki/Proposed_features/city_parking_zone_as_parking:condition_value
(or now, it is mostly copy-paste of that message and not finished)
Noone commented so far - but if anyone feels that it is unwanted/silly idea
it would be much better to comment now rather then
during vote after investing several hours of work into it.
