I would say that

are features in itself.
Just that there is no tagging for them (three various bad taggings in one hospital
- amenity=clinic, amenity=hospital, type=site+site=hospital, each horrible in a
different way
And I have no idea bout name better than hospital:part.

It would indicate that the feature (be it a building, a fixture, or whatever else) is serving as part of something larger, and isn't a feature in itself. If allowed to have values, it could signify WHAT part that is - hospital:part=covid_ward, for example.
