[Tagging] Traffic signal warning lights?

The parallel discussion on the wiki brought up flashing_lights=yes and 
crossing:light=yes. They're slightly orthogonal, but I think both 
examples given so far would be covered by one or the other. (In one of 
the examples, flashing_lights=yes would be tagged on the traffic sign 
node, not the intersection that it warns about.)
