[Tagging] Tagging parts of a hospitals

I welcome the effort to standardize tagging of these "parts", but I believe
"part" is not a well suited tag because it gives no context. Everything can
be a part. The ashtray in front of the hospital as the department for
neurology. As with universities, we are probably to encounter several
hierarchic levels of "parts", and it would be nice to be able to
distinguish them.
