[Tagging] Tagging parts of a hospitals

There needs to be a more universal tag - one that applies not only to 
hospitals, but clinics, doctors etc.


I would think something like


healthcare:department=renal/anesthetics/cancer/radiology/emergency/administration/records/* 



It should be enclosed within a heathcare=hospital/clinic/* but not carry 
the main healthcare=hospital/clinic/* so it is not rendered the same as 
the parent facility.
