[Tagging] Parking lane tagging - city_parking_zone as extra condition value

Then I think that it also fits well.

Mappers (also beginner ones) may map parking lanes there as within such zone,
or it can be done by one mapper.

Then one may add tricky conditional rules in one go to the all tagged objects
(and later update new ones), without remembering exact syntax when mapping
in the field with mobile editor.

One may even map all relevant objects and ask someone more experienced
on mailing list/IRC/Discord/Slack/whatever to tag this rules.

Though it would be far less useful if different rules apply in different parts
and there are no well defined boundaries.
