Perhaps:

surface=grass
smoothness=bad/intermediate/whatever
smoothness:conditional=impassible @ (high_grass)

Note that the wiki definition of smoothness=impassible only specifies
wheeled vehicles, which seems appropriate in this case.

We could try conditional access tagging instead, eg bicycle=yes +
bicycle:conditional=no @ (high_grass), but using access tagging to
indicate suitability rather than legal access wouldn't smell right to
some people.
