[Tagging] Feature Proposal - RFC - boundary=forest(_compartment) v3

Hello, there.

I drafted a new proposal regarding forests. Contrary to the last iteration, it is not about forestry: the proposed tagging scheme is only about delimited forests and their compartments, wether the stand is subject to forestry or not. This forest/wood (or managed/unmanaged) issue is too complex to be solved as a side-effect of another proposal, and should be treated apart; besides, the limits of forests and compartments may be maintained without forestry works taking place on the stand.
