[Tagging] Deprecation reasons - RFC

Hi,

I disapprove of your attempt to formalise deprecation reasons because 
deprecation does not exist as a formal concept in OSM. I think you are 
trying to introduce deprecation as a formal concept through the back door.

I am ok with saying "it is not recommended to use this tag any more" or 
"this is an old-fashioned tag", but nobody on this list or the wiki has 
the authority to actually deprecate a tag.
