Relations are horrible and obnoxious to edit and maintain.
It gets even worse for newbies trying to map.
And in this specific case site relations are basically useless and
fail to help with anything. Mapping fuel station as area would
be entirely sufficient*. And even that is overkill, except extreme
cases mapping everything as nodes will still work well.
site relations in this specific case make editing horrific and
fail to help with anything, especially as most people will never
use them so processing would be unable to rely on them
*in some cases like fuel station in multilevel building with POIs
on separate levels maybe level tags would be also needed
