1) it is not easy to create such software (speaking as one of authors
of OSM editors). Feel free to submit patches to iD/Vespucci/JOSM
that would make editing such relations not utterly terrible, but
note that it would be a massive - maybe impossible - task.

2) you covered solely creation of new objects, this is relatively easy
(note that I have not mentioned relation creation in my comment).
Handling editing, display, deletion are bigger challenges.
And I am dubious even about your proposed interface.

3) I am speaking about current situation - not about theoretical not
existing software. That may be impossible to create.

4) editing and maintaining such relation would be 
obnoxious/horrible/annoying/blocking to vast majority of people, 
including people that can deal with already existing complexity
(situation for people scared already by existing complexity 
is much worse).

This is based on testing much simpler editor with a decent
sample of people and teaching people how to use far simpler
software

Relations are horrible to edit and making it different ranges from
tricky/complex/time-consuming to requiring horrific amount of work
and being flatly impossible.

Adding more relations without a really convincing reason and
doable plan to mitigate damage is a bad idea.
