[Tagging] River crossing grade

I've updated the proposal page to use the key `water_crossing_level:foot`.
With the suffix being the same `foot` used in access modes to allow
potential future `:bicycle`, `:horse`, `:motor_vehicle` schemes.
Changing the term to `water_crossing_level` makes it clear this is about
the water level only, other aspects like presence of a safety rope, typical
water flow rate, water temperatures could then be other tags.
