This is not the only valid reason for banning. In fact, if you restrict it solely to
that then it is nearly impossible to get banned at all (except very theoretical cases
of people able to cause violence via text).

The situation was different, it is easily noticeable that repetitive discussions are
not ban worthy by itself.
Ban happened on repeat restart of exactly the same discussion, started with zero
explanation what changed since last time, after a very clear and explicit warning.
