The Greek island of Santorini has at least one mule track (I’ve been on).  Well, it did over forty years ago, anyway.  (Be careful on your dismount, your sandals might “get wet”).

Perhaps highway=bridleway is something to at least consider as a start, though something like animal=mule or mule=yes (after horse=yes) could be required to be more specific (mules, not horses).  (The wiki for key “riding” might inspire).  And on a route relation, instead of type=route + route=horse, you might tag type=route + route=mule.  Add a width=* tag if you like.  For any desired surface key, the “usual” values (paved, unpaved, paving_stones, rock, grass, gravel, mud, clay…) seem appropriate (as appropriate).
