[Tagging] Small fountain

This most likely was once a watering place for animals.
It is certainly historic
hence: historic=watering_place
It is most likely drinking water, even though the sign says "eau non
surveillée"

It is certainly an amenity=fountain, because it is historical, and in the
past most likely had an important function.

I agree that this type of rustic fountain has no fountain subtag.

I also not that the amenity=fountain wiki description is at odds with the
fountain= subtypes.

I have encountered certainly hundreds of fountains of the type in the photo
of the original post, and, yes, that frequent (at least in many places in
Europe) type of fountain  deserves it's own type.
