Especially as 1) "Zero is an actual value" (i.e. it can be a "toll road" but for intercity the total is $0.00) and 2) toll booths are becoming obsolete with transponders and license plate readers, this is a very likable, workable approach for map database tagging: call the whole thing a toll road and don't trouble to map the exception, letting people be pleasantly surprised (if / as / when the toll is zero). This accommodates both the "free intercity travel" aspect, yet also captures that the intercity portion is tolled (included in total distance traveled to be charged) when outside the city limits.
