I see this as potentially weird for consumers, as toll=yes/no are the
typical values, with the fee=* being the cost. This gets particularly
complicated as there's platepay, cash and PIKEPASS schedules for 2 to 5+
axles that vary kinda wildly and change somewhat frequently (and outside
the Oklahoma area, demand tolling is a thing so tolls change by traffic
volume).
That said, intracity free gaps are common here, we just tag those toll=no
for the free segments. This comes up on Oklahoma turnpikes and Kansas
state cycleways (which are typically toll except within city limits).
