Especially the way that Paul worded the scenario (and we are a worldwide database) and with other input from Alexey, this seems like a whole ecosystem of gardens to tend.  I recommend a sharp, rich syntax to do that.  Oh, yeah, that's what we're doing here.

This (designing good tagging structure / syntax for the whole, diverse world) is harder than we sometimes think.  We can do it.

I see a whole "toll roads" ecosystem (wiki, tagging schemes, active contribution, those who update in real-time...) evolving.  Evolving well if/as/when we get good tagging schemes hammered down.  OSM has hit our thumbs before, we get better at hammering going forward, I've noticed.

Wide, deliberate, slow at times, these are elements of good design in OSM.  I'd say it ("toll roads" as a concept) is off to a good start.

Talk amongst yourselves, make wiki or mapping data that are sensible and sticky because they are smart.  That's the OSM way such bubble gum becomes people blowing bubbles.
