I know at least 2 satnavs with the "avoid paid roads" option. I think we should not tag the whole road with toll=yes to allow pay-avoidable segments to be considered in toll-free routing. People would be unpleasantly surprised if they found out to have driven a long free route while there was a shorter way also free of charge.
On the other hand, I see reasons to indicate that some road is paid by documents. So, I propose to introduce a value (values) between 'yes' and 'no' for the toll key. Maybe toll=designated/avoidable/nominal.
