I can imagine that in and out can make sense for a factory, but it is generally much more than just the entrance, there is a whole infrastructure around both (basically the whole factory is about getting material / resources, using them and getting the results out.) These are often gates and not entrances (looking at the whole factory).
For shops it is not something I would expect (they are typically using the same entrance for both, and if they have several entrances the distinction is between employees and clients, with a higher probability to use the employee entrance for deliveries as well (front door / back door).
As a mapper, it will often not be possible to access the back door areas (limited survey possibilities).
I feel entrance=employees and entrance=goods are generally overdoing it for shops and may be hard to verify, but could be useful for very large structures like factories, department stores and similar.
