The mailing list talk-blr has no activity since 2019 so it is probably not
a good way to contact the community there, especially with an
English-language email
https://forum.openstreetmap.org/viewforum.php?id=35 has some activity this
year, but you will need to translate your questions to Russian.
Many of the examples seem to have been added a few years ago by
https://www.openstreetmap.org/user/Prusaker so you should try contacting
them
