to me it seems granted that you can exit freely, without the requirement of a key. Except prisons and kindergartens ;-)
For example in Italy it is very common to have a button close to the entrance of the building or gate, at the inside, which will unlock the door.
In Germany there will typically be a door handle. In both countries there may be alarm systems for emergency exits, especially in places with access for the public, so that you cannot open the door without activating the alarm. Physical means to prevent people from exiting would be prohibited by law due to fire regulations (unless you compensate).

From this point of view, a tag for the situation that you need a key would be something like exit=key_required
or maybe split it and introduce exit:key=yes?
