[Tagging] RFC: school:for (to map special education and other ambiguous cases)

1) how to tag cases where multiple apply? school:for=blind;deaf ?

2) how to tag cases where school is both for people bling and also for people not blind?
how to distinguish from school only for blind?

2) normal_students sounds a bit weird, is there a better wording here?
(I am not a native speaker)
