[Tagging] RFC: school:for (to map special education and other ambiguous cases)

Hi Mateuz,
1) Yes, exactly. I've clarified this in the wiki
2) In this case, school:for=blind;normal_students would be used. One can
also consider to use a scheme such as
`school:for:<target_group>=yes|no|limited|only`, for now I do think that
using a ';'-separated list would be the simplest solution.
3) normal_abled_student or normal_abled_person might be a politically
correcter term for this; but I opted for 'normal_student' as this also
implies a normal age for the type of school. I'll also wait for the
input of other people here
