[Tagging] RFC: school:for (to map special education and other ambiguous cases)

->access:deaf is sometimes associated with schools

Probably access:* is used in those cases for schools. The access tag seems rather rarely associated with disabilities. 

It's not news that OSM is not really on the edge in mapping social facilities, however it still feels odd having such low numbers in taginfo. 

It's maybe worth asking on channels involved in diversity, people there sometimes have good social insights.
