[Tagging] RFC: school:for (to map special education and other ambiguous cases)

I found a website that lists all special needs schools in the UK
https://www.specialneedsuk.org/findaschool.asp Many schools specialise in a
large number of disabilities, so the list could get long.

My local examples have no tag identifying them as being different to any
other school, e.g. https://www.openstreetmap.org/way/455544679 Hamilton
Lodge School and College for Deaf Children, and
https://www.openstreetmap.org/way/455544675 St. John’s School and College
(For children & young people with complex needs).
