[Tagging] Feature Proposal - RFC - emergency access & exits

Hi all,

I created a new proposal to address the following problems:

1. emergency=yes has two different meanings depending on the 
accompanying tags
2. emergency=yes & emergency=designated are both undefined for nodes 
such as entrance=* and barrier=lift_gate
3. service=emergency_access apparently has the same semantics as 
emergency=designated
4. entrance=emergency is incredibly misleading (as previously discussed 
in my exit proposal)

I think it makes sense to address these before dealing with the 
entrance=* semantics.
(In particular because it doesn't make much sense to deprecate 
entrance=emergency in favor
of entrance=* + emergency=designated when the latter isn't formalized yet).
