I also support that proposal qr_code = yes as a new tag. The single one can also apply it. I think tagging the form of the QR code carrier is better.

I would suggest to have it as sub-tag for information boards and map panels. I have seen QR codes mainly on those. Ony rarely you see a stand-alone QR code. So we should also have qr_code=yes.

I've also contacted the company/ project historypoints.org to see whether they would work with OSM UK in providing the locations. However, I don't want to get involved with that, because I have enough to do in Ireland, and I also don't know how to import data like that.
