I really don't know.  This is really "there is sign a sign here with
contents X".   I would hope a code with a URL for more is a minor
aspect.

so perhaps

information:qr=yes
information:qr:contents=wwhatever

and if there is tourism=information in its own right, that's fine, and a
bare qr without something that qualifies as information would just have
the above.

(And, is it really qr, or is it "machine-readable encoding of
information", as there are other barcode formats.   But maybe qr means
'some encoding' to the general public.)
