[Tagging] Feature Proposal - RFC - information=qr_code

The purpose of the sticker is tourism=information, though, so I don't
see why it should be mapped as a man_made thing.
BTW, is there anyone from OSM UK who would like to get in contact with
the company historypoints.org who provide the stickers? They seem
interested in a cooperation.
