ex 1 access=permit + snowmobile=designated

as a generic rule, general tag (access=permit) never applies to more 
precise tags that exist on the same object (snowmobile=designated which 
is itself an "enhanced" version of snowmobile=yes)
so every transport mode (for ex by foot or horse) need a permit exept 
snowmobile that doesn't need it

imho the best it to tag what a sign said :
if all mode need a permit, access=permit  is fine and enought
if the sign is only for snowmobile, tag as sutch without any generic 
access rule

if you really want to combine 2 rules for 1 mode, see access:conditional
