[Tagging] Feature Proposal - RFC - :note suffix

Hi all,

there currently doesn't appear to be consensus on whether to use 
note:$key or $key:note to add a note for other mappers about a specific 
tag. So I created a proposal to encourage the use of :note as a suffix 
to add a note about a specific tag.
(Mainly because the note: prefix is already used for language-specific 
notes like note:en and note:ja.)
