In general, I don't find it a good idea to make a proposal that mixes 2 
unrelated things:
- create 2 new templates KeyPrefix and KeySuffix (that's fine)
- depreciate keys=value in favour of their alternative value=yes/no (it 
isn't related to the creation of 2 new wiki template and it's even quite 
controversial since the only purpose is to be able to fill in value=no 
(which would deserve to be able to be filled in otherwise in the values 
such as key=value1;-value2 for ex)
