[Tagging] Feature Proposal - RFC - opening_hours:autism

Hello again,

  this time, I'm not proposing anything historic, but something relating
to accessibility. It's a way to tag opening hours for autistic people,
i.e. when the stores accommodate their need for quite and less light
etc. It's explained in the proposal:

I don't know if this is mainly an Irish thing, because there is an Irish
charity very involved in this. Apparently, some Tesco stores in the UK
have it too.

There is also special parking for autistic people apparently, but this
would go into a new proposal at some point. I would not like put it
under the capacity:disabled anyway.
