[Tagging] Classification of roads in the CBD?

Question that came up in regards to a Note in Australia:

Most of the streets forming the main traffic grid in the CBD of Brisbane,
Queensland are mapped as secondary, with others as tertiary:

The highway wiki is more about open road highways & doesn't discuss the use
of the various tags to show the importance of inner-city streets, although
I did see one comment that seems to agree:

Looking at other major cities, there's a wide variety obvious:

As far as I can see, there's never been a discussion on CBD roads, so lets
have one!

How should they be mapped? By the amount of traffic they carry, or what?
