I think you are correct that these containers should not have address 
tags. I wouldn't add them myself. If the city only uses the address to 
give each container a unique reference, what you could do in the import 
is flatten the address data into a single string for use with the ref=* tag.

So, for example, if the source data has a container near Calle San 
Quintín 14 (postal code 29009), you might give it ref==29009:14.
