[Tagging] Classification of roads in the CBD?

Outside of CBDs the highway tag values are based around the importance of
the road in the road network which I realise is a bit subjective but still
a good guide. The roads in the city (when I say city I mean the CDB or
"downtown" as americans might say) that are directly fed traffic from the
major roads that lead into the city would have a higher classification than
those in the city that are only accessible by turning off these roads.
