Excellent observations, Mike: thank you. I am 100% in agreement to each and every point of yours here.
Yes, there are some places where mail is not delivered, but which do have addresses, you example of substations is excellent. I have also seen these on the the gates which might allow access to a service road to, for example, a water tower. Yes, a sign on the gate saying "119 Hilltop Road" happens, and can be used for emergency dispatch, like if a fire were burning in the area, while it is true that mail will never be delivered to a water tower.
