Maybe the name:UN:fr tags were inspired by the tagging scheme for 
agency-specific reference codes, which has a country code as an infix, 
for example ref:GB:nhle or ref:US:EPA. [1] Non-language-qualified name:* 
subkeys can also be found on railway stations that are named or 
abbreviated differently by each of the rail companies that serve the 
station. [2][3][4] Still, I think either name:fr-UN or int_name:fr would 
be more predictable.
