I think https://wiki.openstreetmap.org/wiki/Key:level reads well now,
though I think some graphics showing how it relates to level:ref would be
very helpful.
For the signposted level whether that's a number or letter or combination
use level:ref=*. level=* is purely a numeric count of the floors for data
consumers and is never guaranteed to correspond with the signage. As such
level:ref=* should always be used as the display for users and never
level=*. level=* should only ever be used behind the scenes to render the
map.
So a building which starts from level 1, and then has level 2, skips 3,
then level 4 would be
level:ref=1 + level=0
level:ref=2 + level=1
lever:ref=4 + level=2
