[Tagging] The actual use of the level tag (redux)

One that's always confused me though, is how do you tag it when one side of
the shopping mall is at ground level (level=0), but, because of the slope
of the ground, if you come in from the other side of the mall, you have to
come up a flight of steps to reach that same main level (level=1?), &
there's other shops at ground level on that side - are they level=-1 or 0?.
