There are few options:
- allow such mapping
- this use case is not supported by OSM data and you should use other data source,
use Wikidata or something else for displaying names
- you must be able to guess name language based on location and other hints
note that this will work poorly in any area which may names in multiple language
Personally I would change "should" to "can"/"may be a good idea to"/"can be useful"
rather than mandating repeat - which I believe would represent consensus.

no reliable way to obtain name of language tagged in name tag
