in multilingual environments, you can check whether there is a name:de tag
that is different than the "name" value, (inside the default_language
area), and find them. Otherwise you can safely assume that the "name"
within Germany is in German. There is a way to infer from OSM tagging alone
that the "name" tag is in German language.
