[Tagging] RFC: Deprecating leisure=summer_camp in favour of tourism=camp_site

I do feel they are sufficiently different to warrant a dedicated tag, I
think the "summer camp" term is too US specific, but I'm not fussed on the
actual tag value. We should widen the description on the wiki to make it
clear that they won't always only operate in summer, but may operate year
round, especially in countries with pleasant weather throughout the year.
Here in Australia they are usually called "sport and recreation centers"
and while primarily for school camps other groups can book and use the
facilities. I see some here are tagged leisure=sports_centre but I don't
think that's quite right.
