[Tagging] RFC: Deprecating leisure=summer_camp in favour of tourism=camp_site

having been a scout leader, a place with a hard lodging, leisure and 
sport spaces to make a summer camp with 9 years old kids, it's a 
leisure=summer_camp which doesn't fit at all in a tourism=camp_site
the term summer being rather unfortunate since we used this kind of 
places 3-4 times a year
So there is probably room for improvement in the documentation of this 
tag given the 2 meanings it seems to have, or else I misunderstood the 
initial message
