At the risk of sounding like a cultural imperialist: from this side of the
Atlantic, 'parking disc' isn't in my vocabulary. I'm guessing it's a token
for some sort of paid subscription for parking privileges?

Parking where the only form of payment is a smartphone app is getting to be
common in US cities. There are several private lots near me that no longer
have payment kiosks. Even the kiosks have been cashless for a while, but
take only plastic.

Lots of private lots are subscription-only, and usually have window
stickers for their subscribers. Some government-run ones offer (paid or
free) permit stickers for only their own residents.
