It was never common this side of the Atlantic either.

I came across it in France, where it was quite common to have to set
the arrival time on a disc so an enforcement person could see how long
you had been parked and fine you if you stayed too long. It was nothing
to do with paying a fee to park.

In the UK time limited free parking is enforced based on the
enforcement person walking around and noting the cars parked, returning
later and those that overstay recieving a fine.
