there is nothing wrong with using landuse=forest/natural=wood or landuse=grass
(some key purists are irritated by that, but I do not see massive deprecation
as worth getting greater purity in keys of OSM tags.)

Yes, there can be landuse=grass inside landuse=residential inside landuse=military

(grass on roundabout on larger road in residential part of military base)

If you use landuse=highway
there can be landuse=grass inside landuse=highway inside landuse=residential
inside landuse=military
